Minutes of Selectmen Meeting
April 27, 2000


Present:  Daniel Webster, Stephanie McSweeney and Peter Jones.  Also present, Executive Secretary Winn Davis

7:24.  Chairman Webster called the meeting to order.

3W Comp. Wayne Webb – Discussed revising Mr. Webb’s license due to complications with the Registry of Motor vehicles.  Mr. Davis presented language appropriate for the License.

MOTION by Peter Jones, second by Stephanie McSweeney to approve License as revised “Home office with up to two (2) vehicles for sale on the premises, except that active sales on the property, to include but not limited to any indicia of advertising or customer activity, is specifically prohibited”.            Voted 3 – 0.

II      Special Town Meeting Warrant –

Article 10 – Assigned to Peter Jones.  Mr. Davis explained that the Firefighters’ contract must be ratified by Town Meeting.  He spoke with Atty. Rich Bowen who would check with Labor counsel.  Mr. Bowen recommended that an amount be listed.

Article 4Copier Supplies – Amount has been changed from $3,000.00 to $4,000.00

Brief Discussion regarding departmental vehicles.  Board feels other departments will be requesting vehicles.

MOTION by Stephanie McSweeney, second by Peter Jones to increase the mileage allowance from twenty-four cent a mile to thirty four and one-half cents per mile.  Voted 3 – 0.

Recreation Commission – Karen Barry and Mary Pulieo were present to discuss any questions regarding their articles.  Karen Barry explained that the Commission will be passing over Article 24 in the Special and possible bring it up in the Fall.  

Article 23 – Wage & Personnel By-law change.  Board explained the reference to “the evaluation tool” and would prefer it to read “an evaluation tool” in light of the fact that the Assessors have their own tool.  

MOTION by Peter Jones, second by Stephanie McSweeney to recommend Article 23.  Voted 3 – 0.

III.    Parks & Fields and Town Forest – Richard Harris, Ed Bates, Bob Hayes and Tony Trigler were present from the Parks and Fields Commission and Phil Clemons was present from the Town Forest.  Mr. Harris presented a plan indicating that the Skate Board Park had been moved closer to the Ball fields.  Mr. Clemons indicated that the Town Forest Committee would not support a Skate Board Park in the Town Forest.  The matter was briefly discuss.  

Article 12 – Special Town Meeting – Skate Board Park – Recommend
        MOTION by Peter Jones, second by Dan Webster to recommend the Skate Board Park.  
Voted 2 – 1 (McSweeney)

Finance Committee arrived to discuss recommendations.  Members Roger McGovern, Keith Obillo, Arthur Brasill, Peg Hanson and Manny Depina.  

Article 7 Special Town Meeting Warrant – The Board pointed out that the end ranges must be changed for the Town Accountant to $50,439.00 and the Management Assistant for the Board of Selectmen from $17.00 to $17.19.  The Library Trustee would also like to change the range for the Youth Services Librarian from $13.00 - $16.00 to $16.00 - $18.00.

MOTION by Peter Jones, second by Stephanie McSweeney to reconsider Article 7 in the Special Town Meeting.  Voted 3 – 0.

MOTION by Peter Jones, second by Stephanie McSweeney to hold Article 7 Sec. 11B – Ltr. C.

Special Town Meeting Article 5 – Legal Expenses – Briefly discussed outstanding amount and current cases.  Waiting for figures from Town Counsel for estimated costs.  

Special Town Meeting Article 22 – Water – Court Judgment – Discussed amount to be in the line.  Both Boards feel the Water Department should pay for as much of the judgment as possible.  Recommend funding the line at $478,000.00.

MOTION by Peter Jones, second by Stephanie McSweeney to recommend Article 22 at $478,000.00.  Voted 3 – 0.

Special Town Meeting Article 23 – Water – Exploration – Barbara Gomez pointed out that all the money will be used for the court judgment.  

Annual Town Meeting Article 28 – Elder Affair Feasibility Study – Discussed use of Stabilization.  The Council on Elder Affairs has indicated that they do not know how much it would cost.

MOTION by Peter Jones, second by Stephanie McSweeney to reconsider Article 28.  Voted 3 – 0.

MOTION by Peter Jones, second by Stephanie McSweeney to hold Article 28.  Voted 3 – 0.
